Mill Valley School District Goals for 2006

Goal One: Student Achievement

The district will develop, design and implement an educational action plan, supported by research and best practices. Appropriate fiscal and human resources are prioritized to carry out and sustain the educational plan. The end in mind of the educational plan is to improve achievement for all students in the district. The plan addresses key areas that support improved student achievement:
• The Governing Board, Superintendent and staff act as a professional learning community.
• The understanding and application of state standards better guide instructional decisions relative to student academic achievement.
• Formative and summative assessment methods inform educational and instructional decisions and practice.
• Research, best practices, and student achievement data define academic intervention programs and strategies.
• Support for the professional educational staff through a comprehensive professional development program, which is aligned with the district mission and educational priorities of the district and is supported by quantitative and qualitative student achievement data. It takes into consideration individual, school, and district needs.
• A technology plan identifies initiatives that replace hardware and software; builds a stable infrastructure, and implements educational programs at the school level.

Goal Two: Fiscal Responsibility
The district will effectively and efficiently manage fiscal resources to support effective educational and operational programs currently in place and those proposed for the future. Actions to do so include:
• Establish an inclusive budget development process that is both strategic and tactical and informs, educates and involves our educational partners and stakeholders. 
• Evaluate fiscal practices and make certain that clear and understandable systems of fiscal, personnel, and payroll management are in place.
• Monthly review revenue, expenditures and fiscal reserve so as to sustain a budget that can be directed at the district’s mission.

Goal Three: Staff Recruitment and Retention
The district will recruit and retain a highly qualified professional certificated and classified staff for the district and its schools. Evidence of accomplishment will include:
• Staff retention is measured and is competitive with other similar school districts in the region. 
• More teachers seek higher levels of professional rigor.
• Professional development through a professional development plan supports the work of our staff.
• A fair and meaningful performance evaluation system is in place.

Goal Four: Communications
The district will implement a communications plan that informs and educates staff, students, parents and community about the district’s programs and operations. Actions will include:
• An annual communications calendar will assist district and school staff to better inform the public.
• The district website will be evaluated and refreshed to serve as a critical communications medium.
• The board and Superintendent will be visible and will be both proactive and responsive through written and verbal communication.

Goal Five: Facilities Utilization and Educational Program Delivery
The district will develop a long-range capital facilities plan that guides the district in determining how best to use its facilities for the delivery of its educational programs. The plan will contain the following components, which will then provide strategic direction for fiscal and educational decisions related to modernization, new construction, and program delivery:
• A comprehensive enrollment study informs and educates the Board as it considers fiscal and educational strategies related to future facilities use.
• An evaluation of current facilities use at each district site also informs and educates the Board as it considers fiscal and educational strategies related to future facilities use.
• Strategies for configuration of grades and schools focus on both the efficient use of space and the effective delivery of educational programs.
