   1. Opportunity for Public comment on any item of interest to the public that is within the Board's jurisdiction will be heard.  The Board cannot take action on items presented during this time.  The Board requests that each speaker identify him/herself prior to addressing the Board and limit comments to three minutes.  Public comment will also be allowed on each specific item prior to Board action.

5. CONSENT AGENDA - Items listed under the Consent Agenda are considered to be routine and are acted upon by the Board of Trustees in one motion. There is no discussion of these items prior to the Board vote unless a member of the Board, staff or public request specific items be discussed and/or removed from the Consent Agenda. It is understood that the Administration recommends approval on all Consent Agenda items. Each item on the Consent Agenda  approved by the Board of Trustees shall be deemed to have been considered in full and adopted as recommended.
