Regular Meeting No. 9 - April 6, 2005
MINUTES

CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in regular session at 5:45 PM on Wednesday, April 6, 2005 at the Mill Valley Middle School, 425 Sycamore Avenue, Mill Valley, CA.  President Reynolds called the meeting to order at 5:45 PM.
CLOSED SESSION As there was no public comment, the meeting was recessed to Closed Session for the Board to conference with labor negotiator regarding superintendent contract; consider certificated public employee evaluation (certificated) and public employee employment (principal).
RECONVENE & REPORT Ms. Reynolds reconvened the meeting to Public Session at 7:00 PM and reported that no action was taken in Closed Session.
AGENDA M/S/C Khademi/Swartz (5-0) to approve the agenda, with the following change: Item #K.7 (field trip) be acted upon separately from the Consent Agenda.
COMMUNICATIONS
- Public Comment
Kathie Fischer, MVTA Co-President, commented on the vast amount of student work displayed for the Board in connection with the Study Session; Trisha Garlock, Kiddo Executive Director, commented on several music events in the district; Curt Southworth, MVTA Co-President, reported on several critical issues for educators and other public workers in the state; parent Joanne Robinson acknowledged several people for their contributions to the recent Middle School musical and reported that the Mock Trial team at Tam High will represent California at the national competition.
- Supt. Report Superintendent Young reported on several recent school events, including the Kiddo gala where the Barbara Young Technology Fund was announced.  The Fund is to honor Ms. Young for her 14 years of service to Mill Valley students and to further her vision of technology enhancing student learning in what she calls "The Generational Classroom". (Ms. Garlock announced that $54,300 was raised for the tech fund at the Kiddo event.)  Ms. Young also recognized the members of Tam High's Mock Trial team; and announced that the final staff development day to be determined will be Friday, October 14.
BOARD COMMUNICATIONS - Trustee election Ms. Reynolds announced that there will be a school board election on November 8th with three trustee positions to be filled.  Ms. Reynolds announced that she will seek re-election, that Mr. Freiberg is retiring from the Board, and that Mr. Swartz has not yet made a decision regarding his position.
- Motion: order election/services M/S/C Freiberg/Murphy (5-0) to adopt Resolution #18-04/05: Proposing an Election be Held in MVSD; Requesting the Board of Supervisors to Consolidate With Any Other Election Conducted on November 8, 2005; and Requesting Election Services by the Registrar of Voters, as corrected to reflect number of positions as three (3).
- Meeting schedule; 2005-06 M/S/C Khademi/Swartz (5-0) to approve 2005-06 Board Meeting Schedule as presented, with first meeting to be Wednesday, August 31 instead of August 24.
STRATEGIC PLAN
Faculty/Staff:
- Principal app'ts
Ms. Young announced recommendations for Edna Maguire School and Old Mill School principals for 2005-06, Lisa Zimmerman and Jane McDonough, respectively.  Ms. Young reviewed their qualifications and reported that Ms. Zimmerman and Ms. McDonough would be visiting the schools in May to meet staff and local communities.  The recommendation for Middle School Assistant Principal will be made at a later date, as process is not yet completed.  Ms. Young also made the following recommendations: appointment of Jill Rosenquist as Interim Principal at Edna Maguire, effective April 25, 2005; and 2005 Summer School Principals: Jennifer Johnston, General Ed.; and Erin Conklin, Special Ed.
- Motion: EM/OM; Zimmerman & McDonough M/S/C Freiberg/Swartz (5-0) to approve appointments for 2005-06: Lisa Zimmerman - Principal of Edna Maguire School and Jane McDonough - Principal of Old Mill School.
- Motion: EM Interim & Summer school; Rosenquist; Johnston; Conklin M/S/C Freiberg/Swartz (5-0) to approve appointments - Jill Rosenquist as Interim Edna Maguire Principal, effective April 25, 2005- June 2005; and 2005 Summer School Principals: Jennifer Johnston, General Education; and Erin Conklin, Special Education.
- CBO search Ms. Reynolds reviewed the process for the Board to select a new Chief Business Official, saying that School Services of California submitted the best proposal at a cost of $12,600 plus expenses.  The process would include the new superintendent and a broad-based committee.  The timeline for the search was discussed, with the following action taken.
- Motion: School Services contract M/S/C Khademi/Freiberg (5-0) to approve agreement with School Services of California, Inc. as consultant for Chief Business Official search, for $12,600 plus expenses.
Educational Program
- Enrollment/staffing
Ms. Young reviewed projected enrollment for 2005-06, saying that early projections included one additional Kindergarten class.  As 330 students have been registered for Kindergarten and seven anticipated retentions, administration recommends the addition of three Kindergarten classes   The district can accommodate the three classes for 2005-06, at Edna Maguire, Strawberry Point and Tam Valley, by shifting some programs at the schools affected.  Ms. Young recommended that a task force be formed to address future facilities needs.  Discussion included financial and class size considerations regarding 15 or 16 classes next year.  The Board supports the recommendation for the formation of a task force, and took the following action.
- Motion: Kgn classes M/S/C Khademi/Swartz (5-0) to approve recommendation that Kindergarten be staffed for 16 classes for 2005-06, with the three additional classes be at Edna Maguire, Strawberry Point and Tamalpais Valley schools.
STUDY SESSION
- Measuring student learning & success
Ms. Reynolds reviewed the process for the study session on measuring student learning and success. Park Principal Peg Minicozzi presented an overview of the Curriculum Advisory Council, including its purpose and responsibilities, its members, and its work so far this year.  Teachers Anna Lazzarini, Danielle Ross and Rod Septka made a representation on measuring student success, including beliefs about student learning and success, multiple ways to approach assessment, components of assessment, and social/emotional learning measures.  Comments from staff and parents were recorded and discussion with the Board followed.  
BOARD REPORTS Mr. Freiberg reported on county-wide evening event with former California Secretary of Education Kerry Mazzoni; and announced that Curtis Robinson, son of the late Marin County School Board member Glen Robinson, has been appointed to complete Glen's term on that Board.  Ms. Murphy reported on recent events at Edna Maguire, Park and Strawberry Point Schools.
MINUTES; reg. 3/9/05; spec. 3/17/05 M/S/C Freiberg/Khademi (5-0) to approve minutes of Regular meeting of March 9, 2005 and Special Meeting of March 17, 2005.
Removed from Consent: Field Trip The 7th/8th grade chorus field trip to attend Music in the Parks Festival was discussed, including number of chaperones and safety and security.  The following action was taken.
- Motion M/S/C Khademi/Murphy (5-0) to approve the 7th/8th grade chorus field trip to attend Music in the Parks Festival in Santa Clara, April 22-23, 2005.

ADJOURNMENT

Ms. Reynolds announced that the next regular meeting of the Board will be on Wednesday, May 11, 2005 at 7:00 PM at the Mill Valley School District Administrative Office and adjourned the meeting at 10:13 PM.
