CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in special joint meeting with the Mill Valley City Council at 6:45 PM on Monday, November 15, 2004 at the Mill Valley City Council Chambers at 26 Corte Madera Avenue, Mill Valley, CA.  Council President Swanson called the meeting to order at 6:45 PM, followed by introductions.  Mr. Swanson congratulated the District on the successful passage of its recent parcel tax renewal.  Board President Khademi thanked the City Council members for their leadership and support during the campaign.
Emergency Prep Mill Valley Fire Department Captain Mike St. John reported on emergency preparedness training in the City and the schools, including Community Emergency Response Team (CERT) training throughout the City.  Ms. Young said that Dr. Kerri Mills, Assistant Superintendent, has taken on a larger role as our District emergency preparedness and safety coordinator, which will provide more internally integrated efforts in this area.
Safe Routes/School Mill Valley Police Department Captain Angel Bernal reported on traffic and safety issues around the schools in the City.  He said that, when not needed elsewhere, patrols are directed to school sites to be a "presence" during drop off and pick up times.  Patrols also check sites in the evenings.  The Department is involved in cross training with other police agencies in the County, so that mutual aid may be provided when necessary.
Crossing Guards Captain Bernal reported that the City provides training and equipment for the two crossing guards that it trains at the E. Blithedale/Lomita and E. Blithedale/Elm intersections, and shares in the cost of providing the personnel.
Park Modular Ms. Young reviewed the process to date regarding the placement of a modular building at Park School, which will be used by the on-site childcare program.  The former day care room in the main building is being used for a needed Kindergarten classroom and in preparation for an extended day program (previously the two Kindergarten classes shared a room).  Ms. Young said that the Board approved placement of the modular at the Catalpa/E. Blithedale section of the playground.  She thanked the police and fire departments for their help regarding access, traffic and safety issues, and acknowledged the work of the Park subcommittee.
