CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in regular session at 7:00 PM on Monday, January 10, 2000 at Edna Maguire School, 80 Lomita Drive, Mill Valley, California. President Spencer called the meeting to order at 7:08 PM and announced that the meeting will be adjourned in memory of Kirk Ross, husband of Old Mill School teacher Sophie Ross, who was killed in a bicycle accident.

SPECIAL RECOGNITIONS

EM welcome/peer assistance program

Principal Janie Teitelbaum welcomed the Board and introduced staff present. She presented the Principal's Award to Anne Siskin's 5th grade class for its recent project of adopting a family for the holidays. 5th grade teacher Carol Brandt-Fink and members of the schoolís Conflict Management Team made presentation about the program. 
   
Superintendent's Awards: D. Rieger / Frischer / Jansen / Price-Mathiowetz Dr. Harter presented awards to students Dave Rieger, for his accomplishments in spelling and to Ander Frischer for his inspirational writing; and to parents Diana Jansen and Carol Price-Mathiowetz, for their extraordinary volunteer work at Edna Maguire. 
   
COMMUNICATIONS 

Public comment

Mr. Freiberg reminded all to give local businesses the opportunity to support the schools, as they may be willing to reduce cost of certain goods and services for schools. 
Superintendent Report

 

Dr. Harter reported that the 2000/2001 calendar for Tam High has been received, with school scheduled to start before Labor Day and Spring Break to follow Easter. We will discuss our calendar at February Board meeting.
Staff Reports: Young Ms. Young reported that the ETF has submitted its grant proposal to the Marin Community Foundation, and the new director position has been posted.
Joint Meeting w/ City of MV  Ms. Spencer announced a special joint meeting with the Mill Valley City Council, to be held Tuesday, January 18, 2000 from 7-8 PM at City Hall. Items to be discussed include the new community center, traffic and enhanced security at schools.
Board reports: Kennedy/ Khademi/Gensburg Ms. Kennedy and Mr. Khademi reported on upcoming legislative trip with other Marin county trustees and superintendents. Mr. Gensburg gave a traffic update, and discussed particular problem at E. Blithedale/Lomita intersection.

13/December/99 - regular

M/S/C Freiberg/Gensburg (5-0) to approve the minutes of regular meeting of December 13, 1999.
   
BUSINESS & FISCAL Audit Report - 98/99 

- Motion

Virginia Porter, of Goodell, Porter & Fredericks, LLP, presented 1998/99 Audit Report.

M/S/C Kennedy/Freiberg (5-0) to accept 1998/99 Audit Report as presented.

   
BUSINESS & FISCAL CSEA Initial Proposal
 
 

- Motion

Dr. Harter reported that he, Ms. Spencer and Mr. Gensburg had held an initial meeting with classified bargaining representatives. Proposed reopeners include salary, benefits review, holiday clarification and transfer issues.

M/S/C Khademi/Freiberg (5-0) to accept proposed reopeners for 1999-2000 from CSEA Mill Valley Chapter #360.

   
MVSD/MVTA negotiations

Update

Dr. Harter presented negotiations update, saying that focus is on compensation and benefits, transfers and evaluation. 
   
CURRICULUM/POLICY 

Library Acts 

District librarian Jane Ritter reviewed the 1999/2000 MVSD Plan for California School Library Act of 1998 and the Library Classroom Materials Act of 1999 for Grades K-4.
- Motion: Public School Library Act of 1998 M/S/C Freiberg/Gensburg (5-0) to approve 1999/2000 MVSD Plan for California School Library Act of 1998.
- Motion: Lib. Classroom Materials Act of 1999 M/S/C Freiberg/Kennedy (5-0) to approve Library Classroom Materials Act of 1999 for Grades K-4.
   
Adopt AR 5123/E 5123: Promotion/Acceleration/ Retention M/S/C Freiberg/Kennedy (5-0) to adopt Administrative Regulation and Exhibit 5123: Promotion/Acceleration/Retention, with the following change: AR 5123(b), ¶4, after 2nd sentence add "All decisions regarding program, placement, promotion or retention shall be made by the IEP team."
   
Res.#6-99/00: Support for passage of Prop. 26 M/S/C Khademi/Freiberg (5-0) to approve Resolution #6-99/00: Support for Passage of Prop. 26 ó "Let's Fix our Schools" Initiative.
   
PERSONNEL

Resignations: Windsor/ Coulson

M/S/C Freiberg/Gensburg (5-0) to approve resignations of certificated employees: Shana Windsor, effective 12/08/99; Charlotte Coulson, effective 01/14/00.
Staffing Timeline Ms. Young reported that the District and MVTA have agreed to an earlier timeline for staffing this year, due to opening of Strawberry Point School.
   
BUILDINGS / SITES 

SP Update

Mr. Derich gave update Strawberry Point School, including response to student intents for next year, proposed program and upcoming meetings. 
Community Center Update Ms. Young reported that there have been some delays with the Community Center, with completion target date still September 2nd.
   
CONSENT AGENDA M/S/C Gensburg/Freiberg (5-0) to approve the Consent Agenda as follows:
Warrants - Warrants #0246­0826/0881, dated 12/10/99, for $48,098.08; ó1448/1500, dated 12/15/99, for $128,572.57; -2229/2245, dated 12/16/99.
Payroll certification - Payroll certification for December 1999: End of Month, dated 12/07/99, for $879,985.58.
County Collaboration ó Math Grant - AB1331 - Participation in County Collaboration Grant ó AB 1331; Math Staff Development.
Gifts: Lazarus/Rensdorf  - Acceptance, with gratitude, gifts to MVSD: AppleMac CX computer with color monitor, valued at $250, from A. Lazarus; various Apple computer hardware and printer, valued at $400, from W. Rensdorf.
ADJOURNMENT Ms. Spencer announced that the next regularly scheduled Board meeting will be at Middle School at 7:00 PM on Monday, January 24, 2000, and adjourned the meeting at 8:47 PM in memory of Kirk Ross.
