Regular Meeting No. 2 - August 28, 2000
MINUTES

CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in regular session at 7:00 PM on Monday, August 28, 2000 at Mill Valley School District Administrative Office, 411 Sycamore Avenue, Mill Valley, CA.  President Spencer called the meeting to order at 7:03 PM, and announced that Ms. Kennedy would be late to the meeting.
APPROVAL OF AGENDA M/S/C Gensburg/Freiberg (4-0) to approve agenda.
COMMUNICATIONS
Superintendent Report
Superintendent Young report: thanks to all staff for great opening of school today; she visited every classroom; special thanks to Jim Derich, Ellie Frazier, Calvin Collins, Dave Harding, Charlene DeLosa and entire Strawberry Point staff for working so hard to get the school ready for the first day; first day actual attendance count is 2278, with expected enrollment to be 2315-2320; commended the mentor teachers for work at New Teacher Institute last week; recognized Melissa Palmer, Quinn Coller and Leslie Thornton for work on K-5 PE program; and reported on City plans for location of skateboard park, which is expected to be open in October.
Staff Reports Each principal gave brief report on staff development activities last week.  Dr. Mills commented on difficulty in finding instructional aides for the special education programs
Board Report Mr. Freiberg commented on the noticeably less traffic at Edna Maguire School today, the first day of school.
BUSINESS & FISCAL SERVICES Mr. Gensburg gave a City Traffic Committee update, including information about a traffic open house at Middle School on Saturday, September 24 from 10-2.
CURRICULUM
Public Hearing: textbooks
Res.#3-00/01: Textbooks 
Ms. Spencer convened a public hearing in Compliance with Ed. Code section 60119: Sufficient Textbooks and Instructional Materials for 2000-2001.  As there was no public comment, the hearing was closed.
M/S/C Freiberg/Khademi (4-0) to approve Resolution #3-00/01: Textbooks and Instructional Materials for 2000-2001.
PERSONNEL
Declaration of Need
M/S/C Khademi/Gensburg (4-0) to approve Declaration of Need for Fully Qualified Educators for 2000-01: Certify that there is insufficient number of certificated persons who meet the district's specified employment criteria.
Leaves: Simmons/Sprague/ Ross M/S/C Freiberg/Khademi  (4-0) to approve certificated leave requests for 2000-2001: Jennifer Simmons .2 (psych.); Jean An Sprague .5 (MS) and Sophie Ross .5 (OM).
BUILDINGS & SITES
Strawberry Pt. update
Principal Jim Derich reported on opening of Strawberry Point School, including telephone and data systems and multi-purpose room.  He added that county flood control project had not yet started.

Mills agreement 2000/01 - 2000/01 Agreement with Kerri M. Mills, Ed.D., as Dir. of Special Ed.
Schooler Lines agreement - 2000-0l  - Agreement with Schooler Trans Lines, Inc. for van service for Muir Beach for 2000-01 for $13,820.
Gift: Hattner - Gift: Iomega Zip Drive and disks, valued at $200, from K. Hattner.
Emp. IDT: Kesmatyar -Employment-related Interdistrict Transfer Request: W. Kesmatyar (5th) to MVSD from Novato - approve, as space available.
Kennedy present Ms. Kennedy joined the meeting at 8:00 PM.
STUDENT MATTER
IDT appeal: Solis
The parents of Daniel Solis appeared before the Board to appeal the Superintendent's denial of an interdistrict transfer for Daniel for 2000-01.  The Superintendent denied the transfer request according to policy regarding families that move from Mill Valley, and due to space constraints at the third grade level. After careful consideration, the Board upheld the Superintendent's denial, citing space concerns and our Class Size Reduction Program.  The family was informed that they may appeal this denial to the Marin County Board of Education.
ADJOURNMENT Ms. Spencer announced that the next regularly scheduled Board meeting will be at Mill Valley School District Administrative Office at 7:00 PM on Monday, September 11, 2000 and adjourned the meeting at 8:25 PM.
