| CALL TO ORDER |
The Mill Valley School District Board of
Trustees, acting as the Governing Board of the Mill Valley School
District, met in regular session at 5:00 PM on Monday, September 25, 2000
at Mill Valley School District Administrative Office, 411 Sycamore
Avenue, Mill Valley, CA. President Spencer called the meeting to order
at 5:04 PM. |

As there was no public comment, the
meeting was adjourned to Closed Session at 5:05 PM. |
| RECONVENE |
Ms. Spencer reconvened the meeting to open
session at 7:02 PM, and reported that the Board held a conference with
labor negotiators Barbara Young, Sandra Woliver, Len Gensburg and Liz Spencer, pursuant
to Gov. Code section 54957.6, and that no action was taken. |

COMMUNICATIONS
Public comment
- teacher negotiations |
Prior to public comment, Ms. Spencer
stated to the audience that the District
values and appreciates teachers and wants to reward them in an equitable
way and to the best of the District's ability. Teachers Tim
Donovan and Rilla Chaney informed the Board of recent activities and
recognitions involving their students. Teacher Joan Deamer made a
statement regarding the District's ability to attract and keep new
teachers, and asked the Board to give the teachers a
8.5% salary increase as requested. The Board will prepare a "question and answer" information sheet for the
public, as requested. Members of the Board spoke as individuals regarding the
negotiation process and the dilemma it presents. |

In response to a report that a tenant at 70 Lomita Drive was out
of compliance with rental agreement, the party was referred to Ms.
Kennedy and the Business Office. |
| - Safe & peaceful schools |
PTA Council President Judy Katsin
displayed the "Safe and Peaceful Schools" logo which will be
shown at the Mill Valley Film Festival in October. |
| Superintendent Report |
Superintendent Young report: recognized
Middle School teacher Joan Deamer, saying that she will be receiving a
Milley Award in October in recognition of her work with students in
drama; commended art teaching staff for the fine display of student work
in the District Office; reported that Edna Maguire teacher Bettie Mansen
on the board of the Shelter Hill Study Hall, and that the program is
applying for grant funding and that Mill Valley Rotary may help out this
year with funding; and reported that she and a trustee will be visiting
all schools in the next few weeks for an informal dialogue with parents
and teachers. |

Ms. Kennedy reported that she will be
attending her first State Special Education Advisory Committee meeting
soon; and that there will be a evening program in favor of Prop. 39
October 24 at Edna Maguire School. |

STUDY SESSION
MV Transportation Committee |
Mill Valley City Councilman Dick Swanson
reviewed the organization and work of the Mill Valley Transportation
Committee, including the results of the survey conducted last spring
which had a 50% response. He also reported on the recent Open
House held at Middle School on Sept. 23, with 200+ in attendance.
Mr. Gensburg gave history on traffic patterns in Mill Valley, and
discussed survey results and possible solutions to some of the needs in
the community. Activities regarding the October 4 "International
Walk to School Day" were reviewed. |
| Skateboard Park |
City Manager Don Hunter gave brief history
of the skateboard park in Mill Valley, and discussed with board and
audience a proposal for a new temporary park. It would be built at
the edge of Middle School property adjacent to City land near the
school's refuse area, with the intention of finding a permanent site at
a later date. The Board expressed its support of the proposal,
recommending a lease agreement with the City for use of the
property. The City will work with Smith & Smith, who is
developing a landscaping and traffic management plan for the Middle
School. |
