Regular Meeting No. 6 - October 30, 2000
MINUTES

CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in regular session at 5:00 PM on Monday, October 30, 2000 at Mill Valley School District Administrative Office, 411 Sycamore Avenue, Mill Valley, CA.  President Spencer called the meeting to order at 5:02 PM.
PUBLIC COMMENT/ CLOSED SESSION Negotiations
Solis IDT appeal
As there was no public comment, the meeting was adjourned to Closed Session at 5:03 PM.  The Board was to consider a student interdistrict matter, which had been posted for closed session.  The family and its attorney, appeared before the Board at 5:45 PM and requested that the entire matter be heard in public session beginning at 7:00 PM.  The Board agreed and returned to closed session at 5:55 PM to continue meeting with labor negotiators.
RECONVENE/REPORT Ms. Spencer reconvened the meeting to open session at 7:00 PM, and reported that the Board held a conference with labor negotiators, Barbara Young, Sandra Woliver, Len Gensburg and Liz Spencer, pursuant to Gov. Code section 54957.6, and that no action was taken.   Ms. Spencer also reported that the interdistrict transfer item would be heard in public session as the next item addressed.
Appeal of IDT denial - Solis



- Motion: approve IDT - Solis
The parents of Daniel Solis and their attorney presented additional information to the Board in appealing the Board's previous denial of an Interdistrict Transfer for Daniel to continue to attend school at Old Mill.  Following further discussion, the Board agreed to allow Daniel to attend Old Mill School on an Interdistrict Transfer from Larkspur for the 2000-01 school year only.
M/S/C Kennedy/Khademi (5-0) to approve the Request for Interdistrict Transfer from Larkspur School District to Mill Valley School District for Daniel Solis (3rd) to attend Old Mill School for the 2000-01 school year only, with the understanding that, due to class size at the grade level, should the family return to Mill Valley to live, Daniel would not be guaranteed placement at Old Mill for 4th grade.

COMMUNICATIONS
Public Comment -

Prior to public comment, Ms. Spencer said that the Board and Superintendent appreciate the public interest regarding teacher negotiations.  Mr. Gensburg clarified the previous report of the City of Mill Valley widening E. Blithedale near Park School, saying that the City is widening the sidewalk between the tennis courts and Elm Avenue.  He added that the Traffic Committee's report is being completed and will be sent to all schools when finalized. Teachers Darby Doyle, Kamara Juarez, Carol Brandt, Anne Siskin, Susan Johnson, Kathryn Drake, Joe Martini made presentations to the Board regarding negotiations.  Parents Paula Reynolds, Peggy Rosen, Joanne Robinson and Lauretta Zucchetti made comments and asked questions regarding the negotiations.

The approval of minutes of the Regular Meeting of October 16, 2000 were tabled until the next Board meeting.
BUSINESS/FISCAL
MVTA disclosure: .63% increase
Ms. Spencer disclosed the agreement between the Mill Valley School District and the Mill Valley Teachers Association to increase the salary schedule .63% as a result of "health benefits cost shift", effective July 1, 2000.
- Motion: .63% increase for MVTA  M/S/C Khademi/Gensburg (5-0) to approve agreement between the Mill Valley School District and the Mill Valley Teachers Association to increase the salary schedule .63% as a result of "health benefits cost shift", effective July 1, 2000.
CSEA disclosure: .63% increase Ms. Spencer disclosed the agreement between the Mill Valley School District and the California School Employees Association - Ch. 360 to increase the salary schedule .63% as a result of "health benefits cost shift", effective July 1, 2000.
- Motion: .63% increase for CSEA  M/S/C Kennedy/Freiberg (5-0) to approve agreement between the Mill Valley School District and the California School Employees Association- Ch. 360 to increase the salary schedule .63% as a result of "health benefits cost shift", effective July 1, 2000.
- Motion: .63% increase confidential/admin.  M/S/C Freiberg/Khademi (5-0) to approve increase the salary schedule .63% as a result of "health benefits cost shift", effective July 1, 2000, for confidential and administrative employees.
- Motion: block grants M/S/C Khademi/Freiberg (5-0) to approve Site Block Grant Proposals for Old Mill and Park Schools for 2000-01.
CURRICULUM / POLICY
Initial calendar 2001-02
The Board held initial discussion regarding the 2001-02 school calendar.  Two drafts that coincided with the Marin County Office calendar drafts were reviewed.  MCOE is requesting that all districts align the December break due to transportation issues with special education students.  Ms. Young will take comments to County Superintendents meeting for further discussion. 
STUDY SESSION
Renovation & modernization 
SB 50 project
Project Manager Dave Harding reviewed the district's renovation and modernization projects to date and how they were funded.  SB 50 funding and projects to be undertaken over the next year were also reviewed and discussed.  In order for the District to receive the $6 million, the State requires that we maintain annually a 3% reserve fund for the on-going maintenance of the sites. 
Gensburg absent At 9:35 PM Mr. Gensburg excused himself from the remainder of the meeting.

- Warrants #0249-6170/6228, dated 10/18/00, for $23,082.28; -6741/6765, dated 10/20/00, for $19,118.20; -7194/7242, dated 10/25/00, for $115,624.79.
Payroll - Payroll certifications: October 2000- End of Month, dated 10/23/00, for $951,618.83.
Consol. App. Pt. 2 - Approval of Consolidated Application - Part 2 for 2000-01.
Ongaro agreement -Agreement with Ongaro & Sons, Inc. for gas line at Old Mill for $12,700.
Stdt tch agrmt - UCB -Student teacher agreement with UC-Berkeley for 2000-01.
Gifts: Wasserman - Acceptance with gratitude, gifts: violin, bow & case, valued at $500, from A. Wasserman.
ADJOURNMENT Ms. Spencer announced that the next regularly scheduled Board meeting will be at Mill Valley  Middle School 7:00 PM on Monday, November 13, 2000 and adjourned the meeting at 9:50 PM.
