MINUTES

CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in regular session at 4:30 PM on Monday, November 27, 2000 at the Mill Valley School District Administrative Office, 411 Sycamore Avenue, Mill Valley, CA. President Spencer called the meeting to order at 4:32 PM.
PUBLIC COMMENT / CLOSED SESSION As there was no public comment, the meeting was adjourned to Closed Session at 4:33 PM.  Closed session was adjourned at 6:50 PM, to be resumed following the Open Session.
RECONVENE/REPORT Ms. Spencer reconvened the meeting to Open Session at 7:03 PM and announced that the meeting would be adjourned in memory of Eunice Mack, District teacher for 24 years.  She reported that the Board met in Closed Session to discuss Public Employment: Chief Business Official, pursuant to Gov. Code section 54957; and to hold conference with labor negotiators Barbara Young, Len Gensburg and Elizabeth Spencer, pursuant to Gov. Code section 54957.6.  No action was taken.  Ms. Spencer announced that two Board members may leave the meeting early, due to illness and to a death in the family.

COMMUNICATIONS
Public 
- SP concerns
Strawberry Point School neighbor, Chris Miller, asked the district to address two concerns: location of dumpsters and lighting hours at the school.  The Facilities Committee will respond to Mr. Miller.
- teacher negotiations The District and the Mill Valley Teachers' Association will continue the mediation process on November 28.  The following spoke to the Board regarding current teacher negotiations: Teachers Shari Graham, Kim Kirley and Robin Alderson; parents Don Lemonier, Heidi Baker, Paul LeBaron, Cece Bechelli, Linda Maxwell, Jennifer Sohn, Bill Ritchie, Javier Alarcon, Christine Figueroa, Lauretta Zucchetti, Heather Anttila, Jan Brown, Jennifer Lillard, Mike Fuchs, Suzan Sweet, Amy Metzenbaum, Andrew Shapiro and Anne Pinsker; former MVMS student Evan Bissell (12th grade).
Superintendent Report Superintendent Young reported that teachers Jordan Sadler and Linda Brune both have new baby boys; that we now have Tam High District's proposed calendar for 2001-02, which will aid in our calendar discussion at December 11th meeting; that the Fiscal & Crisis Management Assistance Team (FCMAT) Report is now available at each school site and copies will be provided to those who are interested; that the Academic Performance Index (API) scores, including Middle School's, will be released December 7th; that we are now fully staffed at K-5 PE; that CBO interviews were held and two candidates met with the board, with a recommendation for hiring at the next board meeting; that a political action committee is being formed; and that a task force has met to explore ways to aid teachers with housing and other financial concerns.

Ms. Spencer reported that she represented the Board at the recent School District Organization meeting of the Marin County School Boards Association.  Mr. Khademi reported that he and Ms. Kennedy will be part of a panel presentation on special education at the annual California School Boards Association meeting November 30; and that the Marin Joint Legislative Action group will be going to Sacramento in January to continue lobbying efforts.  
- Gensburg Mr. Gensburg reported that the Education Task Force (ETF) is focusing on math this year, including how to teach algebra at the middle school level; that the STAR test will now include a 4th and 7th grade writing assessment, with concerns as to how this will impact the many years practice of ETF writing assessment; that Edna Maguire School has donated books to the new Strawberry Point School library; that the Board will be reviewing its liaison assignments at the December 11 meeting; that there is a Safe Routes to School meeting November 30 at Middle School; and that a meeting regarding site improvements at Middle School will be held December 7 at the school. Ms. Young said that ETF will try to obtain a release from the State for testing that ETF districts have conducted for many years.

BUSINESS/FISCAL
SP block grant tabled
As the Strawberry Point School Site Council has just been formed, the school's Site Block grant proposal has been tabled until the December Board meeting.
Res. #9-00/01: Sp Ed mandated cost sttlmt Ms. Young reported that, as the result of decade-long lawsuit against the State by several school districts regarding reimbursement by the State for mandated special education programs, the State has offered to settle claim.  If enough districts accept the settlement offer, the retroactive special education reimbursement for Mill Valley will be approximately $203,765, with part of the money in the current year and the rest over the next ten years.
- Motion: Res.#9-00/01 M/S/C Kennedy/Freiberg (5-0) to adopt Resolution #9-00/01: Approval of Special Education Mandated Cost Claim Settlement Agreement to Waive Future Claims.
CURRICULUM / POLICY- PK site plan M/S/C Freiberg/Kennedy (5-0) to approve the Park School Site Plan for 2000-2001.
Policies: BP/AR 3541.1-sch trips; BP1250-Visitors The Board briefly reviewed Board Policies and Administrative Regulations: BP/AR/E 3541.1: School-Related Trips and BP 1250 Visitors/Outsiders.  These policies will be further reviewed by administration and PTAs, with next discussion in January.
Kennedy absent Ms. Kennedy excused herself from meeting at 9:25 PM.

ADJOURN TO CLOSED SESSION Ms. Spencer announced that the next regularly scheduled Board meeting will be at Mill Valley School District Administrative Office at 7:00 PM on Monday, December 11, 2000 and adjourned the meeting in memory of Eunice Mack, District teacher for 24 years, at 9:30 PM to resume the Closed Session.  The meeting was reconvened to public session at 9:47 PM, and Ms. Spencer reported that no action taken.  Meeting adjourned at 9:48 PM.
