MINUTES

CALL TO ORDER The Mill Valley School District Board of Trustees, acting as the Governing Board of the Mill Valley School District, met in regular session at 7:00 PM on Wednesday, November 14, 2001 at Mill Valley School District Administrative Office, 411 Sycamore Avenue, Mill Valley, CA.   President Gensburg called the meeting to order at 7:00 PM.
AGENDA M/S/C  Freiberg/Spencer (5-0) to approve the agenda.
SPECIAL RECOGNITIONS Superintendent Young acknowledged the Mill Valley Post of the American Legion, and its representatives, Robert Imbeau and Commander Elizabeth Connolly, for securing and donating U.S. flags for many classrooms in the District.  Ms. Young also honored design firm Enterprise IG and its representatives Flavio Gomez, Susan Nelson and Amy Hershman, for their donated services and creative design for a new District logo. 
COMMUNICATIONS- Public comment Superintendent Young addressed a parent concern about hiring teachers mid-year.  Mill Valley Teachers Association Co-President David Selzer reported that the Association is developing issues for collective bargaining, and as a Middle School teacher reported on Watershed Week at the school.
 Superintendent Report Ms. Young report included recent education evening sponsored by Stanford University; meeting with individual staff members at sites; District surplus sale; and spelling bee finalists.  She also reported that our budget will be discussed at the November 28 and December 12 board meetings, commenting that the Governor had just announced State cuts that will affect the current year's budget.
Staff Reports There were no staff reports.
Board Reports Members reported on the recent principal's chat for 7th grade parents.

BUSINESS & FISCAL
Partnership Project update 
- MCF grant consensus
Ms. Young gave an update on the Partnership Project, requesting Board support for the District to move ahead with the City of Mill Valley in applying for a grant from the Marin Community Foundation to conduct a feasibility study to provide housing for District, City emergency personnel and other public agency employees.  The Board reached consensus to provide the needed property, pending the feasibility study results.  
CURRICULUM/POLICY 
CAC update
Ms. Thornton gave a Curriculum Advisory Council update, commenting on some of the ten major topics discussed.
2002-03 school calendar Discussion on the 2002-03 calendar continued, including when to have staff development days and whether to have additional holidays where absence rates tend to be high.  The District intends to align its spring break with the local high school.  Conference weeks will be addressed separately and determined in the spring, following some research and a proposal to the Board.
Public Hearing: Textbooks Mr. Gensburg convened a public hearing regarding annual approval of district providing sufficient textbooks and instructional materials for students.  
Res. #4-01/02 - Textbooks & Instruct Mat'ls 2001-02 M/S/C Khademi/Reynolds (5-0) to adopt Resolution #4-01/02: Procedures to Ensure the Availability of Textbooks & Instructional Materials.
AR 3541.1 - Transp. for school trips M/S/C Freiberg/Khademi (5-0) to approve 2nd reading and adoption of AR 3541.1 - Transportation for School-Related Trips.
BP 4137 - Tutoring M/S/C Freiberg/Spencer (5-0) to approve 2nd reading and approval of BP 4137- Tutoring.
BP/AR 4115 - Evaluation / Supervision M/S/C Freiberg/Khademi (5-0) to approve 2nd reading and adoption/approval of BP/AR 4115 - Evaluation/Supervision.
BP/AR 6115 - Ceremonies & Observances M/S/C Khademi/Freiberg (5-0) to approve 2nd reading and adoption/approval of BP/AR 6115 - Ceremonies & Observances.
BUILDINGS & SITES - MS site improvement  Ms. Spencer gave a Middle School Improvement Committee update, encouraging interested parties to attend master plan presentation at Middle School on November 20.  Middle School parent Cindy McCauley was commended for her facilitation of this recent process for the school.
Facilities update Ms. Spencer gave a facilities update, with final punch list items being addressed.  Ms. Young reported that District records being held by previous project manager DTA, Inc. will be released soon; that the Education Task Force will be provided with a space at Edna Maguire School, and that a lease is being prepared for a summer and winter camp at Park School.
Change orders: none There were no change orders or purchase orders.

Payroll Certifications - Payroll certifications: September 2001 - mid-month, dated 10/04/01, for $53,480.01; October 2001 - End of Month, dated 10/24/01, for $1,037,333.48; End of Month Misc., dated 11/05/01, for $1619.10.
Personnel: Steinbaugh / Doores - Personnel: status change - .6 to .7 FTE for K. Steinbaugh (Exec. Asst-DO), effective 11/01/01; temporary classified employment of Jennifer Doores (Admin. Asst-PK), effective 11/26/01.
Gifts: S. Marin FD; Strauss match - Gifts to MVSD: for benefit of MS, ping pong table & accessories, valued at $100, from S. Marin Fire Department; for benefit of SP, matching fund donation of $125 from Levi Strauss Foundation (J. Dentkos-Hearn).
ADJOURNMENT Mr. Gensburg announced the District surplus sale, the Thanksgiving holiday dates, and that the next regular Board meeting will begin at 7:00 PM on Wednesday, November 28,  2001, at Mill Valley School District Administrative Office and adjourned the meeting at 8:53 PM.
