At the April 18, 2013 Regular Meeting of the Board of Trustees, the Citizens' Oversight Committee (COC) issued their Third Annual Report to the Community and Trustees.
The Third Annual Report discusses progress in implementing safety and modernization work at the schools in the MVSD. After April 23, 2013 a copy of the Third Annual Report is available for viewing in the administrative office of each of the 6 schools in the Mill Valley School District and at the District administrative office at the Mill Valley Middle School.
Dear Edna Maguire School Community:
I would like to provide you with a current update regarding the scheduled completion and move-in for the new Edna Maguire Elementary School.
In the original plans, the project duration was between 15-18 months, with a goal of 15 months. This would have allowed a move-in for the start of school this coming August. However, this goal has been impacted by the following:
The completion date has been revised to include a December 2013 move-in by the Edna Maguire staff prior to the Winter Recess.
Pending board approval, Edna Maguire School will extend its daily instructional minutes (M,T,TH,F) by 12 minutes for the entire school year to allow an additional non-student week in December to assist with the move-in. This non-student week (when students would not attend school) is projected for December 16-20, 2013 and would apply to Edna Maguire School only.
After the classrooms have all moved into the new campus, the interim campus will be dismantled shortly thereafter during the Winter Recess. The completion of the new parking lot, (where the Interim Campus is currently located), and the restoration of Alto Field will start in January 2014 and take approximately 3-5 months to complete.
Building the new Edna Maguire School has been a great endeavor and we look forward to bringing the project to a successful conclusion.
Yours in Education,
Paul Johnson, Superintendent
This is a busy and exciting time right now as we see buildings starting to take shape on the campus of Edna Maguire School. On Wednesday, April 17th, weather permitting we will begin to put the roof on the 1st and 2nd grade buildings. This work will continue through the weekend and there will be the potential slight odor of hot tar for the remainder of that week. Also on April 17th we have a substantial concrete pour of 550 yards of concrete being delivered in 55 concrete trucks. This work will start early in the day as the pour must be continuous to complete the work properly. DATES OF INTEREST: April 17, 2013 Concrete Pour in Building C (3rd, 4th, and 5th Grade) for Slab on Grade (SOG). April 17, 2013 Roofing to include hot tar on Building E and F (1st and 2nd Grade). ARCHAEOLOGICAL INVESTIGATIONS
The MVSD wanted to share the findings of our Archaeologist on the project. Tom Origer & Associates conducted archaeological investigations at the prehistoric site along Lomita Drive. Three projects were conducted at the site. Marin Municipal Water District (MMWD) replaced water lines, Pacific Gas & Electric (PG&E) replaced a gas main, and the Mill Valley School District (MVSD) buildings were demolished and new buildings are being constructed.
The following summarizes the combined findings by Tom Origer and Associates from excavations made for MMWD, PG&E, and MVSD.
Dating at Edna Maguire School indicated that primary occupation took place at the Edna Maguire site between 2,500 and 500 years ago. The array of specimens present indicated a strong emphasis on shellfish harvesting, along with hunting for terrestrial mammals and aquatic resources.
In total, the recovered assemblage suggested that this was an important village site, occupants lived in substantial residential structures, and it was occupied from approximately 5,000 years ago until just prior to Euro-American settlement of the area.
Ethnography
At the time of European settlement, this site was situated in an area controlled by the Coast Miwok. The Coast Miwok lived in rich environments, which allowed for dense populations with complex social structures. They settled in large, permanent villages around which were distributed seasonal camps and task-specific sites. Primary village sites such as this site were occupied throughout the year and other sites were visited in order to procure particular resources that were especially abundant or available only during certain seasons. Villages often were situated near fresh water sources and in ecotones where plant life and animal life were diverse and abundant.
When was the site occupied?
Diagnostic artifacts recovered (i.e., projectile points) suggested late occupation 1000 years ago to approximately 200 years ago. Obsidian hydration dating indicates that the site's occupation certainly spanned from 5,000 to 200 years ago. The large number of hydration band readings in the Upper Archaic and Lower Emergent periods suggest that the primary site occupation took place between 2,500 and 500 years ago.
What activities took place at the site?
Obsidian and chert debitage indicate that chipped stone tool manufacture and/or repair took place, although the small number of very tiny pieces of debitage suggests that final stages of tool manufacture and repair of small tools was uncommon. Obsidian debitage rarely was marked by the presence of cortex, and this suggests that some reduction took place elsewhere, probably at the location(s) where the obsidian was obtained. The lack of cortex and very tiny flakes suggests that obsidian was brought to the site in finished or near finished form. Projectile points suggest hunting, and the presence of mammal, bird, and fish bone indicates the land hunting as well as the taking of marine creatures. Shellfish remains were common and the species present indicate the harvest of clams mussels and oysters from nearby locations. Edge modified specimens and a chopper suggest processing of plant and / or animal resources. Mortars and pestles indicate that resources requiring mashing (e.g., acorns, buckeyes) were routinely processed. Daub fragments suggest that the site occupants built and lived in substantial residential structures.
The presence of awls and needles indicated that basketry and/or hide work occurred regularly.
There was a distribution of fire-affected rock (FAR). These fractured pieces resulted from heating, most likely associated with cooking and / or generation of heat for warmth.
What type of site is it, and how does it fit into local settlement models?
Typically, settlement models indicate that large villages and camps were surrounded and supported by sites where limited tasks were carried out. This site is marked by abundant shellfish remains, game bone fragments, fire-affected rock, a wide range of tools, and some ornaments, all of which are indicative of a place occupied intensively and was a substantial and important village.
With what groups did the occupants of the site have contact?
Analysis of the obsidian recovered at the site was used to obtain clues regarding intergroup contact. Visual source characterization was used to determine the geologic origins of obsidian specimens at the site. Obsidian at the site was predominantly derived from the Napa Valley obsidian source. This indicates contact with the Wappo who controlled most of the area where Napa Valley obsidian can be found. Annadel obsidian suggests contact with the Southern Pomo who controlled most of the places where Annadel obsidian is available.
What evidence for change over time in technology, lifeways, and such is there at the site?
During much of the site occupation there were few changes in technology reflected in the archaeological record. Approximately 1,000 years ago the bow and arrow were introduced, certainly during the heyday of the site's occupation. The introduction of the bow and arrow witnessed the emergence of smaller projectile points that often were marked by attributes that correlate chronologically. For example, arrow points with serrated blade edges and stems that range from straight sided to expanding (cornered-notched) are indicative of the Lower Emergent Period. Entire edged (non-serrated) arrow points with (usually) expanding bases (corner-notched) are indicators of the Upper Emergent Period. The shift from serrated to non-serrated arrow tips may be a function of technological change or this could reflect esthetics or a change in the site occupants.

AT&T intends to install a new pole at the corner of Lomita and Lomita to facilitate access to the new bike path. AT&T scheduled their work to take place Saturday, February 9, 2013.
Tuesday, February 12th, Overaa Construction is scheduled to celebrate the pouring of the final foundation of the buildings for the new campus. This last foundation pour is for Building A (Administration).
Friday, February 15th is a Salary Reduction Day (Furlough Day) for the School District; no District staff or students will be present at the school, and the contractor will be working.
Monday, February 18th is President's Day, no District staff or students will be present at the school, and the contractor will not be working.
Tuesday, February 19th is a Recess Day for the School District, no students will be present at the school, some District staff will be present, and the contractor will be working.
Structural steel deliveries will continue throughout the month of February, and additional concrete pouring for slabs are scheduled for the first week of March.
As a reminder, the new anticipated reopening of the Bike Path is April 1, 2013. We want to thank the biking community for their understanding and the great cooperation they have shown while this detour is in place.
The City of Mill Valley has issued a special permit for the Edna Maguire Modernization Project. This permit extends the hours during which the school district can make construction-related noise. The permitted hours in this special permit are Monday through Friday from 7:00 am to 7:00 pm, and Saturday from 9:00 am to 7:00 pm until October 31, 2013. No work will be done on Sundays or City Holidays.

Weather permitting, after 8:30 AM on Wednesday January 23, 2013 our developer, Overaa Construction, will be installing asphalt on the bike path and exit driveway at the Lomita / Lomita intersection.
In the upcoming 2 weeks we will be accepting delivery of the large crane that will be needed to construct the buildings. This temporary construction crane will be over 75 feet tall and visible from many areas of Mill Valley School District.
Also, structural steel fabrication is taking place in Utah and Nevada; trucks drive all night and may arrive on public streets before 8:00 AM to drop off their loads. We will do all we can to minimize these delivery's impacts.
We have large concrete pours scheduled on the following dates:
1/25/13 - Building E (First Grades) Slab on grade pour
1/28/13 - Building F (Second Grade) Slab on grade pour
1/29/13 - Building A (Administration) Footing Pour
The reopening of the new Bike Path has been rescheduled because of rain impacts, AT&T's schedule to move their utility poles, MMWD's schedule to move their release valve and vault, and site constraints. There was already a planned second closure in February and March for crane access for the Kindergarten classroom building.
The new anticipated reopening of the Bike Path is April 1, 2013. We want to thank the biking community for their understanding and the great cooperation they have shown while this detour is in place.
