At the Middle School site, what steps will be put in place during construction for the safety of the workers and staff onsite?
Soil testing and reporting will be conducted by a qualified consultant prior to disruption of the soil. After obtaining approvals and necessary permits, construction would begin. During the removal of dirt, an environmental consultant will be present to monitor air quality to ensure the safety of those onsite.
We will follow OSHA regulations while construction is taking place, as well as following any additional requirements that may come from our environmental consultant and the Department of Toxic Substances Control (DTSC).

How will this impact our classroom size in K-5?
K-5 classrooms are typically 960 sq ft. TK and K classes are preferably larger, with bathrooms and play yards nearby. The number of students placed in each class depends on the grade level agreements in our collective bargaining agreement with our labor partners.

If we were to move students from Edna to the other elementary schools, how can we accomplish this while maintaining our curriculum and schedule?
Much depends on how we plan to configure it. Our current model is a TK-5 model. Current enrollment: Edna has 428 students, OM has 251, Park has 266, Strawberry Point has 241, and Tam Valley has 335. If we have 428 students at Edna and we divide them among sites, we could house 398 of the 428 students from Edna based on current enrollment at the other sites. (Old Mill can take 61, Park could take 79, Strawberry Point could take 104, Tam Valley could take 154. We would need to add housing for 30 students.

If we were to close Edna Maguire, how long would the process be?
Answer: Much depends on how soon the other schools would be ready and approved to receive other students. CDE suggests at least a seven-month timeline https://www.cde.ca.gov/ls/fa/sf/documents/timelineclose.xls

Can we stop the lease with Terra Marin and Marin Horizons, as some have suggested?
Terra Marin: If MVSD intends to occupy the site for public school purposes as defined by the California Education Code, we would need to give Terra Marin not less than 24 months' notice. The Termination Notice shall specify a date of termination which shall be effective as of the first July 31 following a period of 24 months after the Termination Notice.
We would need to pay the difference between (X) the unamortized cost of alterations of capital improvements approved by the District in accordance with the lease terms. The current lease agreement is through June 30, 2024 with two 5 year lease options through June 30, 2034.
Marin Horizon School (MHS): The District must provide MHS at least four years' notice of the District’s intent to reoccupy the Site for the District’s public school purposes as defined by the California Education Code. In the event the District notified MHS, the Lease shall terminate at the end of the four year notice and the District shall pay MHS, in cash the greater of the fair market value of the New Facilities and approved replacement buildings plus the unamortized cost of any other structural capital improvements or the value of any outstanding debt owed by MHS for construction made by MHS. It should be noted that the current lease is through June 30, 2037 with two 20 year options through June 30, 2077.

What are some things we can do at the Middle School regarding Sea Level rise?
The sea level rise will be a city-wide issue to address. Mill Valley School District will partner in the overall mitigation efforts as appropriate. Based on existing FEMA flood maps, We are primarily considering increasing existing elevations for portions of the site depending on the options we continue to consider.

Can we change the usage of the Edna Facility while we are still paying off measure C? What would happen to classroom sizes as a result of this change?
Yes – as long as the Edna facility/site is still being used for its public educational purposes, outstanding Measure C Bonds do not prevent further changes or modifications to the Edna facility.
Measure G contemplates reconfiguring the middle school at the current middle school site. That said it also has language about changing the project scope and nature. As such with the appropriate findings and determinations underpinning and justifying that change in course from the existing plans and investments to date, the Board could decide to do so.
If a middle school is built, the sizes of some classrooms may need to be changed to accommodate middle school-specific programs. As far as enrollment goes, class sizes are bargained with our labor partners. The district will follow class size allocations in the collective bargaining agreements.

How would the teachers feel about closing Edna Maguire?
The teachers, parents, and students - as well as community members funding Measure C improvements - would be very upset. Additionally, closing Edna would involve a significant process including the establishment of a District Advisory Committee/ 7-11 Committee on school closures: Closing Schools Best Practices Depending on the number of students transferred, CEQA would be triggered at our other elementary schools. Additionally, we may need to do facilities improvements based on the number of open classrooms available.

Why specifically will it cost more to expand our other elementary schools and have the Middle School at Edna Maguire? Also, will it be possible to expand Park and Old Mill?
This is a difficult question to answer as it depends on the type and location of improvements. Currently, most of the rooms on each elementary site are used for classrooms or necessary flex spaces, including art, music, PE, library, resource, psychologist, counseling, speech, PTA, etc. Therefore, depending on the footprint available at the school, we likely need to add student classrooms. If we are consolidating from five elementary schools to four elementary schools permanently, we would need to spend time on impact studies and facilities design processes. At a minimum, it is safe to say that a large part of the 36 million used to renovate Edna would also be compromised.

Is idea of turning edna into middle school still on the rise? I though board said this wasn’t happening
During the September Board meeting a recommendation was presented to the Board to remove Edna Maguire as a design option for the middle school. The intent is to allow for community involvement on this topic before a final decision is presented during the October Board meeting.

I was on the last Edna PTA meeting and heard your call for feedback on the middle school remodel. I have one so very important request - LOCKERS! I don't understand why kids don't have lockers right now. The principal could not even give me a reason why. My daughter is carrying an extremely heavy backpack all day (it includes her lunch too), and last year she had to carry her flute around 4 days a week all day and its part of the reason she gave up the flute this year. At the Middle School, we do have community lockers next to the library to support students who need to keep an item in storage for the day and during parts of school. As we plan for the design of the school site, we will have staff and community meetings to solicit feedback for the program needs. Items like lockers will be part of the conversation.
As of now, we do not know if the skate park will be affected. During our October meeting, we are expected to select a site and plan for interim housing, with a conceptual design decision expected in the first quarter of 2024.

I saw in the paper that the rebuild of the middle school will happen starting next Fall. I'd love to find out what exactly that will look like with the kids in portables. Will they all be at the community center? Where will they eat lunch? I will have an incoming 6th grader. Depending on the situation we may need to have supports put in place for our child.

What are the plans for the commemorative items at the school site? What is the plan for the seating area with the stone set near Camino Alto?

Why can’t the current school be used while new campus is built?
As part of the School Board presentation, our assigned Architect is including various options for temporary housing, the options were presented at the September School board meeting and a follow up presentation will take place at our Measure G community meeting on 9/27/23 at 6 pm in the Mill Valley Middle School Library. During the October School Board meeting a decision on the Site and temporary housing is expected to be approved by the School Board.
