District Advisory Committee (DAC)

The District Advisory Committee (DAC) provides an important opportunity for parents, families, and community members to have a voice in district-level planning and decision-making. In accordance with California Education Code (EC) Sections 52063 and 52069, the DAC must be composed of a majority of parents of pupils and must include parents of pupils who meet the criteria identified in EC Section 42238.01. A district is not required to establish a new parent advisory committee if an existing committee already meets these requirements.

The DAC serves as a forum for families to share perspectives, identify areas of need, and provide input on programs, services, and priorities that affect students across the district. Through their participation, committee members help strengthen communication between families and district leaders and support meaningful family engagement in the educational process.

For districts serving 51 or more English learners, the District English Learner Advisory Committee (DELAC) is an important component of this advisory structure. DELAC provides recommendations related to English learner programs and services, including needs assessments, program goals, reclassification procedures, and required parent notifications.

When applicable, the DELAC may also serve as the English learner parent advisory committee for the Local Control and Accountability Plan (LCAP), providing input and comments on its development or annual update. The LCAP is the district's three-year plan for establishing goals, identifying actions and services, and aligning resources to improve student outcomes. It is developed and updated annually as part of California's Local Control Funding Formula (LCFF) and addresses state priorities while measuring progress for student groups across multiple performance indicators.

Overall, the DAC helps ensure that family perspectives are part of district planning and that decisions about programs, services, goals, and resources are informed by the needs and experiences of the students and families served by the district.
